Margarita Howard’s HX5 Investment Strategy: Function Before Facade
The choice between substance and appearance is one most startup founders navigate instinctively, often tilting toward whatever signals credibility fastest. In government contracting, that instinct frequently pushes companies toward visible markers: prime office addresses, polished spaces, and the look of an established operation.
Margarita Howard founded HX5 in 2004 with a different instinct. She directed the company’s limited initial capital toward function rather than facade, beginning with an accounting system designed specifically for government service contracting and approved by federal agencies.
What Prime Contractors Actually Needed
The accounting investment was calculated with prime contractors in mind. Large defense firms taking on major government projects needed subcontractors who could handle the administrative demands of federal work. Billing compliance, cost segregation, and audit readiness were not optional they were requirements that many small businesses could not meet.
By investing in the right infrastructure from the start, Margarita Howard positioned HX5 as a partner prime contractors could work with without administrative risk. The company’s systems spoke before its project history could.
“That’s something HX5 did very early on rather than buying big fancy furniture or offices or anything like that,” Howard explained. “It was more important for us that we invest in things like a high-end accounting system that was built and developed specifically for companies who work with the government, and was government reviewed and approved.”
The philosophy behind that investment shaped how HX5 approached every subsequent decision about resource allocation. Capital went toward capabilities that created performance, not appearances that performed credibility without delivering it. The result, measured two decades later across more than 90 government locations, suggests the approach worked. See related link for additional information.
